Tippecanoe County Drainage Board approves Everwood utility extension; paving delayed until spring 2026

The Tippecanoe County Drainage Board on Nov. 5 approved construction and grading for the Everwood subdivision utility extension after hearing a presentation from the applicant and a staff recommendation.

Lance McIlree, representing Silverthorn Homes/Arbor Homes, said the project will install water lines in both directions and sanitary sewer to the west, and includes a culvert extension, erosion-control measures and the need to obtain a construction stormwater general permit. "We're proposing the residential subdivision on the south side of the county road there," McIlree said.

When asked about timing, McIlree said crews will start water and sanitary work through the winter and that paving probably will wait until asphalt plants reopen in spring 2026. "We have to be careful on when we… what we do there because we don't want to have that road closed down for too long," he said.

A staff member told the board they were "prepared to recommend construction approval as presented on the 10/29/2025 review memo." There was no public comment on the item. A board member moved to approve construction/grading approval for Everwood as outlined in the Burke memo; the motion was seconded and passed by voice vote.

The project will affect the county road that connects to U.S. 231 and includes work on pavement and utility placement within the county right of way. The board record references the 10/29/2025 review memo as the staff review for the application; the memo was cited during the recommendation but staff did not attach additional conditions during the Nov. 5 discussion.

Work schedule remains contingent on contractor availability and the timing of asphalt-plant operations; staff and the applicant described paving as likely in early spring 2026 rather than in 2025.
