Platte County Commission approves package of routine contracts, HIDTA agreements and grants

The Platte County Commission on July 21 approved a set of routine contracts, grants and administrative items, including an increase in software licenses for the sheriff—s office and multiple High-Intensity Drug Trafficking Area (HIDTA) agreements.

Captain Jeffrey Shanks of the Platte County Sheriff—s Office presented county order 2025CO102 seeking to increase the department—s PowerDMS licenses from 174 to 199. "The budget impact of these additional license is $13,346.85, but that is over the 3 year life of the contract," Shanks said, adding the first-year cost of $3,125.60 was included in the current budget and the department will request the later amounts in FY2026 and FY2027. The commission approved the order by roll call, 3-0.

The commission approved 2025CO103, presented as a pass-through subaward arrangement with the Missouri State Highway Patrol and the Office of National Drug Control Policy for HIDTA funding. The presenter stated the budget impact was included in the 2025 budget. A commissioner asked whether the federal funding survived earlier federal budget cuts; the presenter replied that the funding continues and that Platte County will disperse the funds to subrecipients and be reimbursed. The motion passed 3-0.

Commissioners also approved 2025CO104, a professional services agreement with Jessica Jennings described in the meeting as an HIDTA attorney. The sheriff—s office stated the $85,000 budget impact is included in the 2025 budget and that county counsel and the auditor reviewed the agreement. The motion passed 3-0.

The planning and zoning office presented 2025CO106, the final 2025 stormwater grant agreement with Walnut Creek South Homes Association for a stormwater project on Northwest Creekside Drive. Staff said the agreement is the standard form, has been reviewed by county counsel and is funded through the parks and stormwater grant. The commission approved the grant by roll call, 3-0.

A separate resolution, 2025RES052, directs discussion with neighboring counties about reapportioning seats on the Clay-Platte-Ray mental health board to reflect population changes in Platte County since the board—s original agreement in 1981. County Administrator Wes Bender told commissioners that Platte County—s population has grown about 130% since 1981 and that the current board allocation gives each county one seat plus six seats allocated by population. The commission approved the resolution, 3-0.
