Valley Central outlines extracurricular‑club audit, sets minimum attendance and meeting thresholds

District administrators presented an audit of extracurricular activities and a new extracurricular handbook that clarifies responsibilities for advisers, attendance reporting and minimum expectations.

Assistant Superintendent for Curriculum and Instruction Miss Mohiko told the board the audit counted about 85 open‑enrollment clubs (20 elementary, 19 middle, 30 high school, two at the ALC and two district‑wide) plus about 22 criteria‑based clubs (honor societies, audition‑based groups), for more than 100 total club charters across the district. The handbook requires clubs to file an annual summary report for stipend eligibility; the district is transitioning to electronic attendance records with a required average minimum of 10 active members and a baseline minimum of 10 meetings per year. Staff said they flagged clubs with fewer than 10 meetings or fewer than 10 average members and sent follow‑up emails to advisers to confirm additional events or activities. Where low attendance is a pattern, advisers will receive warning letters and may be subject to charter review or closure after a year of intervention.

Board members asked about equity between clubs that meet fewer, longer sessions and clubs that meet many shorter sessions; the presenter said the 10‑meeting threshold is a baseline for a deeper review rather than an automatic closure rule, and noted that stipends and contractual categories (VCTA tiers) differ by time commitment. The district said it will continue to refine recruitment practices and may consider improved sign‑up processes at orientation and open houses to boost student participation.

No formal vote was required on the audit itself; the policy changes described will be enforced administratively through the extracurricular handbook and stipend rules.
