City Council approves emergency-operations plan, merit increases for constitutional officers and joint county–city committee appointments

At its meeting on Feb. 24 the Manassas City Council approved several resolutions on a unanimous roll-call vote.
The council voted to adopt Resolution R-2025-517, renewing the city’s Emergency Operations Plan (reviewed by all relevant departments). The measure passed after staff said no substantive changes were required following the statutory four-year review.
Council also approved Resolution R-2025-581 to grant merit increases and compensation adjustments for constitutional officers, effective April 1, 2025. City staff provided the council a breakdown of state and city shares of salaries for constitutionally elected offices and described full-time staffing levels in the Treasurer’s and Commissioner of the Revenue’s offices during the discussion.
Finally, the council approved Resolution R-2025-588 appointing representatives to a Prince William County–cities joint interjurisdictional ad hoc committee on shared services, health and social services, housing, economic development and infrastructure. The mayor and Councilwoman Vasquez Luna were named as the city’s primary representatives, with Vice Mayor Wolf designated as alternate.
Other council business included approval of the consent agenda and authorization of a closed session to discuss terms for a proposed real-property acquisition on Sudley Road. After the closed session council certified the closed meeting and recorded votes.
