Carmel Board of Public Works approves $2.04M water-main contract, sewer lining and multiple infrastructure amendments

The Board of Public Works and Safety on Nov. 5 approved a batch of routine and capital items, including a $2,044,880 contract for water-main extensions on Michigan Road and a $223,454.25 contract for sewer interceptor lining.

In the meeting’s most significant procurement vote, the board approved a purchase order with TPI Utility Construction LLC to extend and connect water mains on Michigan Road. "And just for the record, madam chair, it's 2,044,000, not 400,000 but 44,880," Mike Hendricks, assistant utilities director, said after the amount listed in the packet appeared incorrect. Board members then voted to approve the contract.

The board added and approved an on-the-spot agenda item with In Situ Forum Technologies USA LLC for sewer interceptor lining repairs totaling $223,454.25. Sergei Greshukin of the Office of Corporation Counsel presented the add-on and said the technical lead, Mike Hendricks, had details; the board voted to add the item and then approved the contract.

Other contracts and amendments approved included:

- A $71,000 professional-services amendment with American StructurePoint Inc. for design work on raised crosswalks connected to a roundabout and related pedestrian improvements, as described by engineering staff.

- A $152,400 additional-services amendment with Crossroad Engineers PC for two new ICS conduit/fiber loops that span sections of 106th Street, Illinois Street, Spring Mill Road, Carmel Drive and Keystone Avenue.

- A $165,000 amendment with Crossroad Engineers PC for design of potential on-street parking improvements on Rangeline Road.

- A balancing change order of $14,442.14 with Reith Riley Construction Inc. to finish bridge-beam repairs at 106th Street over Keystone Parkway.

The board also approved an interlocal agreement with the Hamilton County Solid Waste Board for $37,352.20 to help fund household hazardous waste collection for Carmel residents. Mike Hendricks confirmed the agreement funds the city’s household hazardous waste events for Carmel residents.

Administrative and land-use items the board approved together included requests to use city streets and property for scheduled events, the 2026 Board of Public Works meeting calendar, and several engineering items (drainage easements, stormwater-quality grants, technical-standard waivers, secondary plats and aerial waivers).

Corporation counsel presented a deed and dedication from Carmel Dad’s Club Inc. for a roughly 5.7-acre parcel at 5459 East Main Street. Sergei Greshukin said the parcel is encumbered by a gas-pipeline easement and deed restrictions limiting it to recreational public uses; the city and parks staff expect to establish a pollinator garden or pocket park on much of the property and include maintenance in a parks management agreement. "There's not much you can do with it," Greshukin said of the easement-encumbered lot.

All procedural motions reported in the meeting packet were moved, seconded and approved by voice vote; where a packet amount or description appeared inconsistent, staff clarified the correct figures on the record.

The board recessed to convene a public hearing scheduled for 10:30 a.m.
