Norton Council approves Veterans Memorial contract, OKs Unilock paver purchase

Councilmember Lee introduced ordinance 8-2025, naming Perrin Asphalt as the low bidder and directing the administration to execute a contract not to exceed $326,956.30 for the memorial project. Councilmember Lee also presented ordinance 7-2025 authorizing up to $13,313.79 for Unilock pavers to be engraved and installed in the memorial.
Council members discussed details of the paver program, including the mix of sizes, staging of blank pavers and a pallet of extras to allow future engraved replacements. Service Director Lowery said the pavers are high quality and likely to last many years; the city will coordinate with an engraver and the memorial steering committee to manage replacements and costs over time. Lowery said the masonry class at the local high school will install initial pavers under the contractor's layout.
Council acknowledged the memorial contract is over the current parks budget. Lee said staff will reallocate projects within the parks and recreation budget to cover the shortfall. Council then moved to waive the second and third readings so work could proceed sooner; the motion carried in a recorded roll call. The council subsequently voted to adopt ordinance 8-2025 with emergency language, permitting the contract to take effect immediately.
The ordinances approved on Jan. 6 are first and final steps to secure the contract and materials: the paver purchase was authorized for up to $13,313.79 (Ordinance 7-2025) and the contract award for Perrin Asphalt was adopted at an amount not to exceed $326,956.30 (Ordinance 8-2025). Council members said they want the memorial completed promptly and noted supply-chain and seasonal-weather considerations in timing construction.
The council did not change the scope of the memorial project during the Jan. 6 meeting. The administration will proceed with contract execution and procurement consistent with the adopted ordinances.
