The Architectural Review Commission approved on Nov. 6 a proposal to replace a non‑contributing detached accessory structure at 907 South Fremont Avenue with a new two‑story accessory building of up to 750 square feet, subject to a number of conditions including a design exception for height and screening of rooftop mechanicals.
Agent Missy Shookraft explained the applicants' plan for a two‑story accessory structure that will include a pool room on the first floor, conditioned storage and a small habitable space above, and a Juliet balcony facing the pool. The accessory structure footprint was presented as smaller than the most recent historic addition to the principal house; the accessory building would be approximately 750 square feet and the proposed height was described as just over 21 feet, requiring a design exception during permit review.
Shookraft and staff said the project will use a cement stucco exterior to match the primary house and will reuse certain garage door elements from the main property. The applicant noted it will place the rooftop mechanical equipment toward the center of the new roof and acknowledged staff and commissioners' concern about visibility from public ground level. The applicant agreed to screen the rooftop HVAC so it is not visible from normal public vantage points and to work with staff on downspout/scupper details and stormwater controls to reduce site impervious area below 50 percent.
Commissioners also requested the applicant identify the stucco pattern used on the main house so the new building can match, and they required that water‑heater equipment be located and screened so it is not visible from public ways and does not encroach into required setbacks. The board moved and approved the certificate of appropriateness with those conditions and noted the project must obtain the required design exception to exceed the typical accessory‑structure height limit.
