The Architectural Review Commission approved a Certificate of Appropriateness for a rear addition at 423 South Orleans Avenue on Nov. 6, with conditions addressing materials and minor site adjustments.
Staff described the 1912 contributing house as a modest shotgun‑type structure in a recently expanded portion of the Hyde Park Historic District. The applicants, represented by Rafael Romero and Leopoldo Sanchez, proposed a rear addition of about 490 square feet, removal of a non‑historic front yard fence, and a new 36-by-10 concrete driveway slab with grama strips to provide off‑street parking. The applicants said the project will preserve the original historic siding on the primary structure and use wood siding on the addition; they cited Kolbe wood windows for the project and proposed fiberglass impact‑rated exterior doors for the new addition.
Commissioners examined window proportions and recessed trim details and asked the applicants to show the window set‑backs on wall sections. Commissioners also asked that the front fence be set back slightly from the front corner so it does not align flush with the house's face. The applicants agreed to move the fence back about 6 inches and to provide the requested window details. Staff noted the project's impervious coverage will be about 48 percent after construction, below thresholds that would require additional stormwater devices.
A motion to approve the application passed unanimously with conditions that the fence be set back approximately 6 inches from the house's front face, that the gable opening on the house be shown and installed as a true wood window, and that the applicant provide specifications for clad wood doors to match the window manufacturer for staff review.
