Staff proposes targeted fee schedule edits, rental wording changes and enforcement fee increase

City staff presented proposed changes to the city’s schedule of fees and rentals and sought council guidance on several edits to be presented for formal consideration in April.
Key proposed edits include removing a location restriction so banner permits apply citywide rather than only in the city square; changing the farmer’s market site name in the fee schedule (from Tawby to Willowood); and increasing an administrative enforcement fee for weed and snow complaints from $35 to $125 to better reflect internal cost recovery.
For rentals and special events, staff proposed clarifying existing practice that allows fee reductions of up to 50% for qualifying nonprofits and established events. Lau Park room wording was simplified (rent the Oaks room rather than specifying red or white oak sections). Staff also proposed reducing the safe‑room rental fee from $500 to $400 to increase usage while retaining a revenue contribution.
Council asked about the rental rate for the updated depot facility; staff said a rate exists but will be provided when the facility opens and rental operations begin.
What’s next: staff will bring formal fee schedule ordinance language and cost‑recovery analysis in April for council consideration.
