Charlie's Place shelter tells commissioners it needs staff and safety fixes after threats and a costly cruelty case

"We don't know when these animals are coming in," Sue said, describing episodes in which a person with a prior history visited the shelter, threatened staff and later reclaimed an animal. She described other late-night pickups where staff faced potentially impaired or armed visitors.
Sue said the shelter's part-time staffing model makes it difficult for employees to take planned time off and for managers to maintain morale. The request to convert an existing part-time worker to full time plus an additional FTE was estimated by staff to cost roughly $40,000 as a net increase because of the change in benefits eligibility.
The presentation also covered operating challenges: an unexpected $3,000 veterinary bill for a cruelty case and ongoing HVAC problems tied to a system contractor dispute. Commissioners and staff discussed whether the vet bill should be covered by the shelter or the sheriff's office; county staff indicated they would ensure the charge was paid and then attempt to recover the cost from the animal owner.
Sue said most charitable donations for Charlie's Place route through Friends of Charlie's Place and are directed to medical and behavior needs. Commissioners urged better documentation of those outside funds and asked for a clearer accounting of shelter-related donations and expenditures in the 2026 budget.
Outcome: Commissioners moved to advance the 0.925 FTE request for review and directed staff to clarify the total cost, county contributions from partner jurisdictions, and how outside donations are tracked. They also authorized county staff to pay the immediate veterinary bill and pursue cost recovery from the owner.
