Hooksett Town Council voted Nov. 5 to approve a volunteer-funded comfort-canine program for Hooksett Fire Rescue.
Local 3264 representatives told the council the dog, "Steve," is a purebred Dalmatian donated by Puppy Palace (Manchester). Steve completed a live-in training program and holds AKC canine-good-citizen certificates; his primary, exclusive handler is Firefighter Nick Domingue. Union leaders and department officials said the program is fully funded by donations and the union; they said the town will not bear program costs for food, veterinary care or training. Program policy developed by the department and administration governs use and oversight.
Local 3264's presentation said a comfort animal can reduce stress and anxiety after critical incidents, boost morale and support public outreach such as school visits and community events. The union also said the local will assume ownership and all ongoing costs for Steve and that the union and administration will jointly oversee the program. Primex reviewed the proposal and indicated coverage for liability related to the program if adopted as an official program.
During council discussion members asked about operational details: whether the dog could cause a response distraction, how often the handler would be on duty with the dog, and whether the town would assume financial liability. Presenters said Nick Domingue works two shifts per week and the dog will reside with him when not on duty; outside donations and union funds will cover operating costs; Primex would provide insurance coverage for on-duty incidents. The department said the dog is trained to crate immediately on tones so response operations are not delayed and that the program would be discontinued if it interfered with emergency response.
Council voted by roll call. The roll-call sequence recorded six yes votes and one no (Chair Santoulis). The motion passed and presenters said Steve would begin official duty after the meeting.
