Commission OKs temporary and survey access for permanent power lines to Synergy/GM/AWS site
Summary
The redevelopment commission approved three temporary power easements and two right'of'entry agreements with American Electric Power to provide temporary and survey access for permanent electric service to the Synergy/GM/AWS development site.
The St. Joseph County Redevelopment Commission approved a set of agreements with American Electric Power to facilitate temporary and eventual permanent electrical service to the Synergy/GM/AWS site.
Staff presented three temporary power easement documents (IN251022, IN251021 and IN251020) that grant temporary access across three redevelopment-commission'owned parcels between Edison Road and Early Road and a triangular parcel adjacent to the county water treatment plant. Those easements will allow temporary power lines and service for the site while permanent infrastructure is planned. Each easement was moved and approved individually.
Staff also asked for two right'of'entry consents to allow permanent-power survey and preconstruction studies (including Indiana bat surveys and tree surveys) on two of the parcels. Staff said the permanent power pathway is expected to follow the railroad track area south along Walnut Road across redevelopment property to the Synergy site. Staff estimated permanent installation in late 2026 to early 2027, with power turned on in late 2027 to early 2028. Commissioners asked whether the lines could be placed underground; staff and others said required capacity generally precludes placing that volume of power underground.
Commissioners approved each temporary easement and both right'of'entry items by voice vote. Staff said permanent easements will be brought forward after the survey and environmental work is complete.
