Redevelopment commission approves reduced Lochmuller contract after INDOT takes lead on Lisonbee/State Road 2 interchange

Commission staff said the amendment reduces the county'level contract from a previously contemplated $7,000,000 total project estimate to a revised contract amount of $3,100,000 for services the county still requires. The county had previously authorized approximately $1,400,000 in early work. The change follows Indiana Department of Transportation'led decisions to take the project forward under a progressive design'build model, which removed much of the design and construction inspection scope from Lochmuller''leaving the firm responsible for work through approximately the 30% design milestone and for remaining tasks such as right-of-way acquisition, utility coordination and program project management on behalf of the county.
Jessica Clark of Lochmuller Group explained the firm had completed and submitted the 30% design and that INDOT'selected a progressive design'build team that will assume most remaining design and construction obligations. Clark said the amendment "reflects actual work performed" and retains services the county and INDOT requested for consistency during the transition to the design'build team.
Commissioners asked for clarification on the revised totals and the parts of the scope that were removed. After discussion, the amendment was moved, seconded and approved by roll call.
The amendment leaves the county responsible for completing environmental finalizations, right'of'way acquisition assistance, utility coordination and some ongoing program management through construction. Construction inspection and the remaining full design services were removed from the county'contract and will be handled through INDOT'led procurement and the design'build team.
The commission recorded the motion and carried it by unanimous vote.
