Council approves first reading to rezone 3.7 acres on West Parkway from E-1 to E-2

The Johnston City Council approved the first reading of Ordinance 1131 to rezone approximately 3.7 acres located at 5725, 5705 and 5665 West Parkway from E-1 (Office Employment) to E-2 (General Employment).
Planning staff said the comprehensive plan designates the property for business employment and outlined differences between E-1 and E-2 districts. Staff recommended that properties rezoned to E-2 remain subject to E-1 architecture standards to maintain consistency with prior rezonings in West Park. Staff told council the property is not in a floodplain and that the site plan review will control final access points and compliance with bulk regulations.
Applicant representative Matt Floden of Grace Architecture said the applicant intends to allow light industrial and personal storage-type uses with storefronts on the front and overhead doors on the rear; he said property owners plan access from White Oak Lane, 96th Street and the curve of West Parkway. Staff responded that site access will be resolved during the site plan review process and that, per existing code interpretation, primary access is expected from West Parkway.
Council approved the ordinance on first reading by roll-call vote; subsequent site-plan review and any required conditions will be handled in the development review process.
