Council pauses plan to place ZAPSTAN AED cabinets in parks over advertising and technical concerns

The Fulshear City Council on Sept. 16 voted to postpone consideration of an interlocal agreement with Fort Bend Emergency Services District No. 4 that would have allowed two ZAPSTAN AED cabinets to be installed in city parks at no cost to the ESD.
Staff presented the proposed agreement outlining responsibilities: the ESD would lease the cabinets, manage maintenance and pay ongoing costs; the city would provide placement permission and limited site preparation assistance (concrete pad and electrical). Preliminary one-time city costs for site work were estimated at roughly $7,000 for Eagle Landing Park and $4,000 for Primrose Park.
Council members supported the public-safety goal of accessible, standalone AEDs but raised several concerns: the ZAPSTAN units include a digital-screen advertising capability (15-second visual slots without sound) that some councilors said could be a slippery slope if third-party ads appear on city property; control and vetting of sponsorship messages; the units— reliance on electrical service and their operation during outages; and the potential for nuisance alerts or false activations.
One councilor asked staff to present alternatives (standalone AEDs without advertising capability, AEDs inside concession stands, or other vendors) and to provide additional information on outage resiliency, false-activation rates and contract terms. The council voted to postpone the item to a future meeting to allow staff and the ESD to present alternatives and more detailed information.
