Fulshear reports near-completion of Pecan Knoll water plant; staff explains 16-inch line outage

City staff told the Fulshear City Council on Sept. 16 that construction of Water Plant No. 2 (the Pecan Knoll facility) is nearing completion and that parts of the plant are already in temporary operation.
Staff reported the construction project was about 96% complete by days and about 89% complete by dollars spent. The city has been invoiced approximately $12.8 million for a project that has a total budget of $14.4 million. The ground storage tank portion of the project is operational and the plant has been sampled and tested; staff said the final delay is awaiting generator power from the utility provider (CenterPoint) and a small number of remaining items.
Council also asked for context about a water outage that occurred the previous day. Staff explained a contractor for Fulshear Junction was making a connection to the city's 16-inch water main on FM 1093 and "punched through" the pipe instead of creating a controlled connection; the event released a large volume of water and affected customers in Fulshear Lakes and parts of West Fulshear. Staff said service returned toward normal by roughly 7 p.m. after repair work.
Staff emphasized progress on the downtown plant and booster pumps that have improved system pressures this summer. No vote was required for the informational report.
