Fulshear adopts commercial filming guidelines to join Texas film-friendly program

The Fulshear City Council on Sept. 16 unanimously approved Ordinance 2025-1506 adopting commercial filming guidelines to participate in the Texas Film Commission—s film-friendly program.
City staff said the ordinance establishes guidelines and a process for filming requests, allows the city to be listed in the state database and encourages private-property scouting by submitting photographs and location details. Staff told council that the next step will be a fee-schedule amendment to establish permit fees and any revenue lines associated with filming.
Staff described the marketing benefit: local businesses and venues listed in the state program can attract production activity that may increase tourism and local spending. Council members discussed possible involvement of local high-school drama programs and noted interns had scouted potential locations during the summer.
The ordinance passed on a council vote. Staff said they will prepare a fee schedule for council consideration at an upcoming meeting.
