Fulshear council adopts new district map keeping Bonterra intact

The Fulshear City Council voted to adopt a new city council district map on Sept. 16, approving Resolution 2025-686 based on Plan 3c.
City staff and councilors said Plan 3c meets the council—s stated objective of keeping the Bonterra subdivision together while also keeping Fort Brooke and portions of Cross Creek Ranch in consistent districts. Staff said the plan yields an overall population deviation within the acceptable range and aligns most districts with school district boundaries in several variations.
City consultant materials presented options labeled Plans 1, 2, 3 and 4 and three Plan 3 variants (3a, 3b, 3c). Council discussion focused on Plan 3c—s trade-offs: it places Bonterra entirely in District 4, keeps District 5 north of FM 1093 and preserves continuity for Fort Brooke, while producing a total deviation staff reported as within legal limits.
Councilmember Kadavy moved to approve Resolution 2025-686 adopting Plan 3c; the motion was seconded by Councilmember Johnson and carried on a voice vote.
Council members asked staff to return with a plan for staggered terms and scheduling so that incumbency and candidate filing do not force repeated elections in the same district. Staff said those administrative steps will be determined before candidate filing deadlines and recommended not making immediate automatic changes to individual terms without further analysis.
The resolution takes effect after the next election, at which time newly configured districts will be used for city council races.
