Commission denies Rain Valley RV park amid traffic, drainage and water concerns

The Planning and Zoning Commission voted to deny docket SU24‑21, a proposal to build a 60‑space recreational vehicle park on approximately 23 acres along Highway 82 near Whetstone. More than two dozen residents and property‑owner representatives testified at length, raising common themes: Highway 82 is a two‑lane alternate to I‑10 with limited shoulders and blind spots and is frequently used by heavy trucks and high‑speed traffic; the property lies below several culverts that drain under Highway 82 and residents said development could increase downstream flooding and erosion unless detention basins and engineered mitigation were required; and groundwater availability and long‑term assured supply were questioned by neighbors who cited the Arizona Groundwater Management Act and the risk of aquifer depletion and subsidence.

Speakers also raised potential national security and military mission concerns because Fort Huachuca operations and electronic testing areas are nearby; residents asked that Fort Huachuca be consulted for encroachment risks. Several commenters noted prior ADOT‑required roadwork for existing RV parks and said any required turn lanes or shoulders would be costly and unlikely to be funded by ADOT.

After lengthy public comment and staff discussion, several commissioners said the location and Highway 82 safety concerns were decisive. The motion to approve with staff conditions failed and the commission denied the special‑use request. The applicant may appeal to the Board of Supervisors within 15 days.
