Council discussed expanding the Parks & Recreation Commission to accommodate eight applicants and whether to amend the code to change the commission’s membership from five to seven. Several council members said the commission should have a voice in pool decisions and that the council should accommodate qualified applicants.
Council moved to schedule a special meeting to introduce the ordinance amending the Parks & Recreation Commission and to conduct executive‑session interviews and appointments. The motion was moved and seconded and a roll call vote followed; council recorded affirmative votes on the motion and directed staff to publish notice and coordinate interviews. Members also discussed dates and asked that the city manager be available for at least one of the follow‑up meetings.
Separately, council discussed the city’s budget calendar: staff said the municipal operating budget must be introduced on Nov. 17 and passed in early December in order to meet county auditor processing deadlines. Council members requested a detailed budget breakdown showing an “A/B” comparison (in‑house operations vs. management contract) and asked staff to present figures on Nov. 17 so the council could decide whether to include pool operating funding or to amend the introduction later through a supplemental appropriation.
