Community Development presented the Planning Commission's annual Master Plan report, required by NRS 278.190. The Planning Commission, which has spent the last year working with consultants on a Master Plan update, recommended one specific follow-up outside the update: rezoning the Silver Oak Golf Course from Single-Family 12,000 Planned Unit Development (PUD) to Conservation Reserve PUD to match the Master Plan's open-space designation and the original 1993 PUD terms.
Hope Sullivan told the Board that the Silver Oak PUD approved in 1993 designated about 45% of the land as open space, of which roughly 62% was used as a golf course and for drainage function. The Planning Commission concluded the existing zoning (Single-Family 12,000 PUD) creates confusion and that a conservation-reserve PUD zoning would better align zoning with long-standing use and the Master Plan.
Several supervisors expressed concern about triggering piecemeal rezones before the broader Master Plan update and the staff's plan to notify property owners whose parcels would receive new land-use designations. Staff said the Planning Commission will complete its hearing on the Master Plan update in February and that staff plans to send postcards to affected property owners in March to inform them of proposed land-use changes and invite comment; staff recommended the Board accept the Planning Commission's report but direct staff to take no action on zoning-map amendments now.
Supervisor Giaomi moved to accept the Planning Commission report and directed staff to take no action on zoning-map amendments; the motion passed unanimously.
