The Budget and Finance Committee forwarded a set of budget and contract items to the full Board of Supervisors with positive recommendations during its Feb. 5 meeting. The committee voted by roll call on each item listed below; each recorded roll call in committee was 3 ayes (Supervisor Connie Chan, Chair; Vice Chair Supervisor Matt Dorsey; Supervisor Joe Engadio) unless otherwise noted.
Item 1 — Ordinance appropriating funds for Portsmouth Square parking: The committee forwarded an ordinance to appropriate $526,000 from the general reserve to the San Francisco Municipal Transportation Agency to support free two-hour parking in the Portsmouth Square parking garage for the Lunar New Year weekend (Feb. 15-16, 2025). No public speakers addressed the item; the committee forwarded it to the full Board with a positive recommendation (roll call: 3 ayes).
Item 2 — HSA application for state housing grants: A resolution authorizing the Human Services Agency to apply for and accept county allocations from the California Department of Housing and Community Development (Transitional Housing Program and Housing Navigation and Maintenance Program) — roughly $4.2 million and $629,926 respectively — was forwarded with a positive recommendation. HSA staff said the board resolution is a requirement of HCD and the funding was already anticipated in the FY24-25 budget (roll call: 3 ayes).
Item 3 — SFO/BART lease amendment and rent credit: The committee forwarded a resolution approving Amendment No. 3 to the lease/use and operating agreement for the airport's BART station to provide a rent credit not to exceed $3,150,000 to reimburse BART for next-generation fare gate installation costs. Airport and Budget and Legislative Analyst staff said BART must substantiate claimed costs before any rent credit is applied (roll call: 3 ayes).
Items 6 & 7 — DCYF grants and contract amendments: The committee approved and forwarded two DCYF items: a five-year grant with Young Community Developers (Black to the Future; school-site mentoring) and an amendment to Bay Area Community Resources contracts (career pathways for undocumented youth, Reset Justice Collaborative, Sunset Media Waves, and related programs), including a technical correction to a line-item amount. The committee adopted the Budget and Legislative Analyst recommendations on item 7 before forwarding both items (roll call: 3 ayes).
Items continued: The committee granted a continuance of the Marina Improvement and remediation project resolution to March 19, 2025 to allow more community discussions; and it continued the five-year financial plan hearing to the call of the chair after receiving the Mayor's Budget Office presentation and subsequent questions from committee members.
Votes recorded in committee were procedural forwarding votes and did not constitute final Board action. The committee relied on staff presentations, the Budget and Legislative Analyst reports, and recorded public comment (where present) to shape its recommendations.
