Carson City creates standing legislative review for 2025 session, backs League/NACO bill drafts

Carson City's Government Affairs manager told the Board of Supervisors the 83rd Nevada Legislature will convene Feb. 3, 2025, and that the city is tracking over 130 bills to date, including AB 32 (a Carson City-requested bill to study Virginia & Truckee Railway operations) and multiple bills brought forward by the Nevada Association of Counties (NACO) and the League of Cities.
Cameron Gresch summarized the tracking process and advised the board that the city's legislative list is posted at carson.org/legislature and is updated daily. He noted statewide proposals of interest: NACO's AB 14 (requiring county elected officials be registered voters), League of Cities AB 51 (allowing government entities to charge a pre-notified fee for public-record requests and requiring written requests with identifying information), and a League/Senate proposal to fund housing expansion via a local-partnership account to reimburse fee reductions for affordable housing.
Supervisors discussed an anticipated bill on elected-official pay and said they want to review language as it appears in the Legislative Counsel Bureau (LCB) postings. Supervisor Giaomi emphasized the importance of permissive local authority over elected-official salaries to maintain recruitment and retention.
After staff explained that many bill texts are still forthcoming, Supervisor Giaomi moved that the Board support the Nevada League of Cities and Nevada Association of Counties bill drafts as presented. The motion was seconded and the Board voted unanimously to adopt the support position; staff was directed to monitor bills and notify board members when key measures appear.
Gresch said the city will continue daily updates to the online bill list and will report back at each meeting during the legislative session as part of a standing agenda item.
The Board did not adopt positions on bills beyond the motion to support the League and NACO draft lists; staff requested and received direction to continue tracking and to provide alerting when specific bills of interest are formally filed.
