County reviews internal controls checklist; officials note cyber protections and jail evacuation planning

The Delaware County Board of County Commissioners reviewed the countywide Internal Controls Quarterly Checklist on June 24, 2025, and heard reports from county officials about risk assessment, disaster plans, cyber protection and emergency procedures.
County Clerk Barbara Barnes reported that the clerk’s office system is protected by the highest level offered by Kellpro. Assessor Larena Cook said the assessor’s records have their own cyber protection. Emergency Management Director Jeff Reeves suggested obtaining a cybersecurity audit and said he would seek out companies to perform such an audit.
Sheriff Ray Thomas reported he is developing jail evacuation plans for multiple scenarios and that ACCO is providing an evacuation training plan for his employees. Human Resources Director Vicki Cossairt and others reviewed compliance with new laws referenced in the minutes (Pump Act, service dog protection bill and new ODOT standards in HB 1168). The minutes show the board accepted and discussed the checklist; recorded comments indicate follow-up work to obtain cybersecurity auditing services and continued emergency planning.
No formal disciplinary actions or policy changes were adopted at the meeting; the item was recorded as a regular quarterly review with discussion and staff follow-up.
