Corinth separates temporary and permanent outside displays in UDC; permanent displays to require SUP

The Corinth City Council unanimously approved amendments to multiple sections of the Unified Development Code to define "outside display," differentiate temporary from permanent outside display, and require a Specific Use Permit (SUP) and conditional development standards for permanent outside displays.
Matthew Lilly, planning department, explained that the proposed language defines outside display as an accessory, temporary display of finished goods intended for immediate retail sale (examples include grills, patio furniture, lawnmowers and flowers). Staff said the definition explicitly excludes permanent or semi-permanent displays such as in-ground pools, playsets or sheds. He told the council a business had inquired about using built-in, in-ground pools as on-site permanent displays and staff lacked an existing UDC use that covered that scenario.
Under the amendment permanent outside display will require an SUP and must comply with conditional standards: it may not encroach into building setbacks, must not create safety or visibility hazards, and is only permitted as an accessory to the principal retail use. Staff reported Planning & Zoning recommended approval and SAFR recommended approval as presented. The mayor opened the public hearing; no one spoke. A councilmember moved to approve the ordinance amending UDC sections 2.07 0.03, 2.07 0.04 and 5.02; the motion passed unanimously.
