Resident urges Greer to act on deteriorating, bat‑infested building at 200 North Lyon Street

Joshua Nowinski, a Greer resident, told the City Council on Aug. 12 that the long‑vacant building at 200 North Lyon Street is “abandoned and deteriorating for years” and that the structure now has “no doors on the building” and is “infested with bats.”
Nowinski described safety and sanitary concerns, saying animals are entering the structure and that “bat crap, which is very highly contagious with diseases” is being tracked into surrounding properties, and asked for a realistic timeline for asbestos testing and demolition.
Mayor Danner said the case is in administrative court and that the city is coordinating with its attorneys. “It is in the administrative court at this point in time. Our attorneys are working to see this matter through,” Danner said, adding that because the city attorney is handling the case the council is limited in what it can share publicly.
The mayor told Nowinski the city is seeking an administrative warrant through Spartanburg County court administration and said staff and legal counsel are pursuing the steps needed to secure and abate the property if court authority is granted.
The council did not specify a date for asbestos testing or demolition during the meeting; the mayor advised Nowinski to follow up with the city administrator for more detailed updates.
