Council approves series of event, cottage-food and beverage licenses; Kars Coffee granted entertainment permit

The Warren Town Council approved multiple permits and licenses during its meeting, the bulk of which were routine and approved with motions from councilors.
Approvals included one-day Class F beverage licenses for community fundraisers and gala events, a temporary street-closure request by Saint Mary Parish for an October event, and a cottage-food/home-bakery registration for Victoria Afonso (operating under the town’s statutory cottage-food provisions enacted by the General Assembly in 2024). The assessor’s and building-department requirements cited in applications were noted and satisfied for the cottage-food item.
Council also approved an entertainment license for Kars Coffee (applicant Malin Ormalia) permitting largely daytime, acoustic or small-scale performances on a patio area adjacent to the business. Council members said the license would be contingent on reinspection by the fire and police chiefs and reminded the public that the town will revisit the broader noise ordinance at a future meeting. Several other one-day outdoor entertainment requests and beer-tasting events were approved for late summer and early fall dates.
Councilors reiterated that any approvals remain subject to applicable health, safety and fire inspections and that conditions (for example, no amplified nighttime events without further review) could be revisited if complaints arise.
