Comal County commissioners approve claims, subdivision roads, plat amendment, grant transfer, federal award and temporary clerk position

The Comal County Commissioners Court on Jan. 30 approved the county’s monthly claims and a bundle of action items, acting on motions and unanimous voice votes for each item.

Claims The court approved claims for Jan. 30, 2025: EFT payments of $209,640.55 and regular claims totaling $789,067.05, for a combined total of $998,707.60. Commissioner Hogg moved approval and Commissioner Leacock seconded; the court approved the motion by voice vote.

Budget transfer for membership dues (Action Agenda Item 7) The court advanced and approved action item 7— a line‑item transfer from contingency to cover increased membership dues for a county association after the presenter said the increase in dues exceeded the budgeted amount. Commissioner Crownover moved to approve item 7 and Commissioner Webb seconded; the motion carried by voice vote.

Roads and surety release — Steelwood Trail Unit 3 (Item 2) The court accepted completion of roads and stormwater drainage improvements within Steelwood Trail Unit 3 (excluding West County Line Road), accepted the roads into the Comal County Unit Road System for maintenance, released construction surety bond K405‑5383, and directed the county engineer to execute PIPRO permit 108781. County staff recommended acceptance after inspections confirmed the plat limits do not straddle the county line. Commissioner Hogg moved approval; Commissioner Leacock seconded the motion, which carried by voice vote.

Rancho del Lago Phase 12 plat amendment (Item 3) The court approved an amendment combining lots 179 and 180 into lot 179R and authorized the county judge to sign the amended plat. Staff reported a complete application; Commissioner Crownover moved approval and Commissioner Webb seconded; the motion carried by voice vote.

Sequential Intercept Model grant transfer to Hill Country MHDD (Item 4) County leadership recommended transferring administration of the Sequential Intercept Model implementation grant (awarded through the Texas Health and Human Services Commission) to Hill Country Community Mental Health and Developmental Disabilities Center. Officials said HHSC asked for changes that made county administration more complicated and that Hill Country MHDD would host the grant staff (positions to be Hill Country employees) while services would continue to benefit the county jail population. Commissioner Webb moved approval; Commissioner Crownover seconded; the motion carried by voice vote.

SCAP award acceptance (Item 5) The court accepted a fiscal‑year 2024 State Criminal Alien Assistance Program (SCAP) award under the Bureau of Justice Assistance in the amount of $67,291 to offset costs associated with incarceration of undocumented criminal aliens. Major Delgado told the court the funds can be used for correctional officers or related services; the office proposed splitting the award between overtime and offender‑management technology. Commissioner Hogg moved approval; Commissioner Leacotte seconded; the motion carried by voice vote. Major Delgado said the jail was currently tracking 36 individuals in the population referenced by ICE inquiries.

Temporary Clerk III in Purchasing (Item 6) The court approved a temporary Clerk III position in the Purchasing Office for Feb. 3–7, 2025 to allow training and a clean handoff between staff. No budget amendment was required. Commissioner Webb moved approval; Commissioner Crownover seconded; the motion carried by voice vote.
