The Newport News Planning Commission on Nov. 5 recommended approval of a zoning text amendment to revise rules for self‑service ice vending units. The change reduces the minimum lot size required from 2 acres to three‑quarters of an acre and clarifies that ice vending units may not be the principal use on a lot but must remain accessory to an existing principal building or use.
Ayoka Hall of the planning staff explained the amendment’s intent is to provide greater flexibility for locating self‑service ice machines on smaller commercial parcels while retaining controls that preserve site circulation and compatibility with surrounding uses. The regulation committee reviewed the proposal and recommended approval prior to the Planning Commission hearing.
Tim Davis, an operator of two ice vending machines in Newport News, told the commission the current 2‑acre requirement impeded his ability to relocate a machine after the Sherwood Shopping Center property was purchased for redevelopment. Davis said the machines are popular in summer months and sold at lower prices than many retail alternatives; he urged approval to allow expansion across the city.
The commission voted unanimously, 6–0, to recommend the text amendment to City Council; the ordinance will be considered on Dec. 9, 2025.
