The Newport News Planning Commission on Nov. 5 recommended approval of a conditional use permit for a Green Clean car wash at 671 J. Clyde Morris Boulevard. Staff recommended approval with 19 conditions that include submission of a Class I site plan, a landscape plan that meets zoning and site regulations, screening of mechanical equipment and dumpsters, fencing details, and dedication of 10 feet of right‑of‑way along Woods Road.
Attorney Tyler Rose said the proposal repurposes an existing vacant building and moves vacuum spaces to the rear to reduce visibility and noise from J. Clyde Morris Boulevard. Project representatives said the design includes enhanced landscaping along J. Clyde Morris and an eight‑foot fence along the rear lot line to screen both noise and equipment from nearby office and residential properties. The proposed facility would be a single‑tunnel car wash with interior and exterior vacuum parking; Green Clean representatives said their model includes subscription customers and active site maintenance.
Nearby residents raised concerns about congestion at the Woods Road/J. Clyde Morris intersection, the number of car washes in the city and pedestrian safety. Donna Parker, who lives about 1,000 feet from the site, told commissioners there are “hundreds of walkers every day in that area” and that existing signal timing already causes long waits; she urged the commission to consider pedestrian impacts and existing traffic delays. Planning staff and the applicant said the site revisions and access point location reduce stacking and turning conflicts at the primary intersection.
Commissioners discussed the proposal’s consistency with the comprehensive plan’s commercial designation and the applicant’s mitigation measures; after a motion and roll‑call vote the commission recommended approval by a 5–1 tally. The matter will be considered by City Council on Dec. 9, 2025. Staff will require submission of the detailed site plan, landscape plan and fence/awning/signage designs as part of the permitting process.
