Commission rejects sole bid for Catalyst site wastewater plant; staff to rebid with revised phasing and alternates

Suwannee County staff recommended the board reject the sole bid for bid #2025‑28, the general‑contractor solicitation for the Catalyst site wastewater treatment plant, and the board approved that recommendation 4–0 on Nov. 4. Interim Administrator Mr. Ferry and staff said the single bid was significantly higher than expected; negotiations did not produce an acceptable price and staff could not recommend awarding a contract without a funding plan to complete the plant.

Ferry said engineers and staff will redesign the bid format, add bid alternates and consider phasing the work to attract more bidders and lower prices on rebid. He said a prior ARPA‑linked grant timing constraint was lifted after discussion with Commerce, which affords the county more flexibility on sequencing. Ferry urged the board to consider in advance how to bridge any funding gap — whether additional grants, appropriations, reserve funds or temporary financing — because the county must be able to complete the full plant if a contract is awarded.

The board authorized staff to reject the sole bid and re‑advertise the project; commissioners approved the motion (White/Hale) and it carried 4–0.
