Council proclaims Native American Heritage Month, thanks UP Refuse and welcomes student visitors

The council opened the meeting Nov. 3 with ceremonial recognitions. Mayor Javier Figueroa read a proclamation declaring November 2025 as Native American Heritage Month in University Place and presented a plaque to Desiree Fagan, a member of the Duwamish tribe who said she also has Tulalip and Suquamish heritage. "I would just like to thank the work of all the council members who approved this proclamation today," Fagan said, and she thanked the city for its inclusive posture.
The council also presented a sponsorship appreciation plaque to University Place Refuse for supporting the city’s 30th birthday celebration. Michael Gruner accepted the plaque and thanked residents and city staff. Council members noted UP Refuse’s long history of community partnership and cited its continued sponsorship of community events, including the city’s community Thanksgiving dinner.
Later in the meeting Mayor Figueroa invited a visiting group of seventh‑grade students to come to the dais for a short photo; council members encouraged youth participation and civic engagement.
