Wilkes County meeting roundup: budget amendments, appointments and routine approvals
Summary
The board approved minutes and a set of budget amendments, reappointments and board appointments; it also authorized an upgrade to the elections tabulation software and canceled the July 15 meeting. All recorded votes in the minutes were unanimous.
At its June 17 meeting the Wilkes County Board of Commissioners voted unanimously on a series of routine and substantive items, including minutes approvals, budget amendments, reappointments, board appointments and election-software procurement.
Key actions recorded in the minutes:
- Approved minutes of the Special Called Meeting Public Hearings held May 29, 2025; Budget Work Session June 2, 2025; and Board Meeting June 3, 2025 (motions made and approved unanimously).
- Budget Amendment No. 29 (General) — increase sales tax revenue by $330,000 and allocate funds to Article 40 ($110,000) and Article 42 ($220,000) for Wilkes County Schools. Motion by Commissioner Evan Handy; second by Commissioner Casey Johnson; unanimously approved.
- Budget Amendment No. 30 (Fire) — record $78,200 in higher-than-projected fire collections, including $40,000 to Roaring River. Motion by Commissioner Evan Handy; second by Commissioner Casey Johnson; unanimously approved.
- Budget Amendment No. 31 (Health) — record Medicaid Cost Settlement funds of $833,724 for FY 2024 to support clinical services; no county match required. Motion by Commissioner Casey Johnson; second by Vice Chairman Bill Sexton; unanimously approved.
- Wilkes County Voluntary & Enhanced Voluntary Agricultural District Board — reappointed Brenda Blake and Toby Speaks to three-year terms. Motion by Commissioner Evan Handy; second by Vice Chairman Bill Sexton; unanimously approved. The Ag update provided acre totals for enrolled and pending farms.
- Wilkes County Board of Elections — approved purchase of ElectionWare 6.3.0.0 tabulation software; County Board of Elections must use systems certified by the NC State Board of Elections and the State treats software upgrades as new voting systems requiring board approval. Motion by Commissioner Evan Handy; second by Casey Johnson; unanimously approved.
- Planning Board appointments — appointed Rudy Holbrook and Rip Rollins to three-year terms beginning July 1, 2025. Motion by Commissioner Casey Johnson; second by Evan Handy; unanimously approved.
- Wilkes Community College Board of Trustees — appointed Zachary Luffman to a four-year term beginning July 1, 2025 and appointed Evelyn Bumgarner to fill the remainder of the seat vacated by the late J. Terry Bumgarner through June 30, 2026. Motions and seconds recorded; unanimously approved.
- Canceled the July 15, 2025 Board of Commissioners meeting; moved public-comment opportunities to July 1, 2025. Motion by Vice Chairman Bill Sexton; second by Commissioner Evan Handy; unanimously approved.
- The board entered a closed session under N.C. Gen. Stat. §143-318.11(a)(4) and (a)(3) to discuss economic-development site location/expansion and to consult with counsel; upon returning to open session the minutes record that no action was taken.
