Planning Commission approves multiple plats and site plans, sets public hearings for rezoning and annexation

The Planning Commission on Aug. 20 approved a slate of plats, site plans and design reviews and scheduled public hearings on multiple rezoning and annexation requests.

Commissioners voted to approve the following applications, each subject to staff comments as recorded in the meeting: the final plat for Clary Park Lot 18; initial design reviews for Villages of Murfreesboro Phase 2 (14 multifamily units at an existing senior‑living facility) and a 3,333‑square‑foot Chase Bank in Clary Park; the Homeplace preliminary plat (about 190 lots on 66.29 acres); the Enclave at Liberty master plan amendment and preliminary plat (Section 2, 44 lots on 21.48 acres); a 62,996‑square‑foot Cintas industrial laundering facility; and two Middle Tennessee State University projects — a four‑story parking garage and a separate five‑story student housing building (150 units).

The commission recorded votes in each case after staff presentations. For example, the Clary Park Lot 18 plat passed with recorded ayes from Vice Chair Ava Water, Commissioners Carroll, Harris, Prince, Rollins, Wright and Chair Halliburton. The Enclave at Liberty amendment passed with one abstention by Commissioner Carroll; all other recorded votes on the consented items were unanimous.

On new business the commission voted to set public hearings on these applications: a rezoning request for about 7.46 acres along Bill Smith Drive for Toyota of Murfreesboro (staff recommended a Sept. 3 hearing); a cleanup rezoning for 0.4 acres at Abundant Life Christian Academy (to be considered Sept. 3); and an annexation petition and companion PCD rezoning (Shelton Plaza) for roughly 2.6 acres along Blackman Road (public hearings recommended Oct. 1). Commissioners also approved three mandatory‑referral easement actions (drainage easement abandonments/relocations) subject to the city legal department completing required documents and any needed drainage calculations.

Actions recorded in the meeting minutes said approvals were subject to staff comments and standard legal and recording steps where applicable. No contested votes on approvals were reported beyond the single abstention on the Enclave at Liberty amendment.

A full roll call and specific vote tallies appear in the minutes. Staff members present who briefed the commission included Matthew Barbee (planning staff), John Donovan (site plans and development review) and Miss Smith (MTSU projects). Chair Halliburton presided and Vice Chair Ava Water and all commissioners present cast recorded votes as noted above.

The commission’s approvals clear the way for applicants to proceed to final engineering, permitting and other administrative steps; in several instances staff emphasized remaining coordination with utilities, engineering and legal prior to final plat recordation or building permits.
