Wilkes County approves one-year lease with Daymark Recovery Services for crisis center at Shirley B. Randleman Center

Wilkes County approved a one-year lease June 17 that allows Daymark Recovery Services, Inc., to operate facility-based crisis (FBC) services at the Shirley B. Randleman Center starting July 1, 2025.
County Attorney Tony Triplett said the lease covers 3.257 acres of the county-owned tract at 118 Peace Street and runs through June 30, 2026. Daymark would pay monthly rent of $5,000. Triplett said Daymark requested an "availability of funds" termination clause permitting them to end the lease if VAYA Health fails to allocate sufficient funds to continue operations.
The resolution adopted by the board states the county would be responsible for structural maintenance and repairs, including the roof, exterior walls and HVAC, and for repairs to paved parking areas (timing and extent at the county's discretion). Daymark would be responsible for other maintenance and operations. The lease contemplates Daymark operating under an approved contract with VAYA Health with up to 16 beds to evaluate and treat involuntary-commitment patients, per the resolution language.
Triplett told the board he had reworded the resolution so that the County Manager could sign the lease on behalf of the county. The board approved the resolution by unanimous vote.
The resolution cites North Carolina statutory authority for one-year leases and county property transactions in the form of G.S. §160A-272 and G.S. §153A-176.
