Parks master plan contract: The board approved an award to Site Southwest (RFP 25‑0035) for parks, recreation and community center master planning services. Staff noted the request in the agenda packet listed $150,955 but that gross receipts tax (GRT) must be added; commissioners approved the contract as presented and directed staff to bring any necessary budget adjustments for tax at a future meeting. The motion to award the contract was made by Vice Chair Chaparro and seconded by Commissioner Gamedos; the item passed on roll call.
Public‑health and reentry grants: Health and Human Services staff said several grant awards were received and accepted by the board: - Vital Strategies: $215,336 to continue one existing position and fund a new data coordinator to support opioid settlement evaluation and planning. - New Mexico Health Care Authority / Behavioral Health Service Division: $700,000 to support the REach, Intervene, Support and Engage (RISE) program to assist people with substance use disorder leaving the county jail. - National Foundation of the CDC (Overdose Measures Matter): $35,000 plus technical assistance to support evaluation plans and data tools for opioid settlement investments. - Third Judicial District Court award: $70,615 for a forensic navigator position in the competency diversion pilot program.
All grant acceptances were moved, seconded and approved by roll call. Commissioners and HHS staff said the awards fund staffing and technical assistance to improve data capacity and reentry services; most of the funds will be contracted to community providers.
