Grantsville council approves audit, water banking, annexation and sidewalk rule; several items tabled
Summary

The Grantsville City Council completed several routine and substantive actions during its Jan. 15 meeting.
Audit: The council received the fiscal-year ending June 30, 2024 financial-statement audit. Auditor Ron Stewart (Gilbert & Stewart) reported an unmodified (clean) opinion and said the city had no material weaknesses, no reportable state-audit compliance issues in the areas examined and no federal single-audit findings for ARPA funds reviewed.
Consent/minutes/bills: Council approved minutes from Dec. 18, 2024 and Jan. 7, 2025 (a small correction was recorded) and approved payment of bills following brief questions about several library purchases and concrete for the softball-bleacher pad.
Water-banking agreement: Council approved a water-banking agreement to bank 260.381 acre-feet of water with a regional holder (document references banking with "Grama Central City" in packet). Staff said title reporting will be obtained post-approval to confirm age/title of the rights.
Sidewalks: Council approved Ordinance 2025-11 amending Chapter 17-1-3 to make sidewalk maintenance and repair the homeowner's responsibility; council discussed an existing 50/50 cost-share grant program for homeowners and clarified that developers must meet sidewalk requirements for new subdivisions before receiving certificates of occupancy.
Annexation: Council approved Ordinance 2025-12, annexing the Wayne Boyer parcel (approx. 30 acres). The annexation was assigned an A-10 city zoning designation consistent with adjacent A-10 property; staff noted planning commission was not part of annexation review but will be involved in future policy updates.
Rezoning: The council tabled Resolution 2025-1, a requested rezone at 799 North 600 West (A-10 to RR-1). The item drew extensive public comment and planning discussion about road access, utilities and compatibility with the future land-use map; staff will provide West Bank/general-plan excerpts and return the item for further review.
