Planning commission accepts Oldham County school-capacity standard of 0.128 students per unit

Michael Williams, the districtdemographer, told the Oldham County Planning Commission on Jan. 28 that his annual projections support a school-capacity standard of 0.128 students per building unit for the coming year. Williams said the figure is drawn from several projection methods, including a 10-year enrollment trend and the districtlive counts; he cited a current measured rate of 1.157 students per building unit as the present-year observation.

Williams told commissioners he has prepared the districtannual projection for roughly 28 years and that his models incorporate building-permit issuance and recent declines in enrollment seen over the past four to five years. "The number that we are going to propose this year to you all is 0.128 students per building unit," Williams said during his presentation.

Commissioners asked how the standard affects specific facilities. Commissioner Finney raised South Oldham High Schoolovercapacity; Williams said a large renovation and additions scheduled to begin after the school year would raise South OldhamHighSchoolcapacity to nearly 1,500 students, making it comparable in size to Oldham County High School and helping to reduce measured overcapacity.

After brief discussion the commission moved to accept the Board of Educationrecommended capacity standard. A motion to accept the annual school-capacity standard passed by voice vote.

The commissionrecord and staff packet note that the adopted figure is the basis for technical reviews that follow, including the countyuse of capacity allocations when reviewing subdivision applications and construction plans. Commissioners and staff emphasized that the capacity figure derives from Williamsprojections, that implementation of the number occurs through subsequent technical reviews, and that changes in building or permit activity could trigger reconsideration during later reviews.
