Planner: 5050 West Northgate site would allow accessory used‑car sales tied to auto repair

Planners presented a companion comprehensive‑plan amendment and zoning change for 5050 West Northgate Drive to permit community commercial uses with auto repair and accessory used‑car sales tied to that repair business.

Planning staff said the site formerly operated as a car wash and now operates under an auto repair use with permits. "They're just wanting to add this accessory use," planner Haley Ridicwood said, explaining the proposal would not require major building changes and that the accessory sales use is contingent on maintaining an active auto‑repair establishment.

Staff told commissioners the site plan limits the number of display spaces for vehicles offered for sale and requires the auto‑repair use to be the primary business on the site. In response to questions, staff said that the site plan shows roughly four front display spaces plus additional storage space and that city certificates of occupancy and state dealer licensing would be prerequisites for auto‑sales activity. Commissioners pressed staff about how the city would determine whether auto repair remained the predominant activity; staff said a code enforcement action and potential CEO revocation would be enforcement options if the primary use changed.

The applicant and representative were expected at the evening hearing to answer operational questions about parking, existing repair activity and how the accessory sales would be managed.
