Boise City Council approved a budget‑neutral interim budget change that shifts five project management positions from the Information Technology department to the newly created Office of Organizational Effectiveness, creates a part‑time accountant in the Finance Department, and reclassifies an IT business analyst to a business relationship manager.

“We have 1 IBC for your consideration this morning. It's a budget neutral item and represents the last IBC that we anticipate bringing forward related to the citywide reorganization that was included in the fiscal year 25 adopted budget,” Eric said, summarizing the proposal and noting the changes would not increase general‑fund costs.

According to staff, the shifts include: moving five IT project management positions and associated maintenance and operations costs to the Office of Organizational Effectiveness; creating a part‑time accountant to support account maintenance, grant and bond activities and changes in GASB standards; and reclassifying a business analyst to a business relationship manager to improve service delivery to departments that rely on IT. Staff told council the adjustments are funded by savings from recent reclassifications and other reorganization‑related savings in finance and IT.

A council member asked whether the new business relationship manager would be internal or external facing; staff replied the position is internal facing and will support departments' execution of IT goals.

A motion to approve the interim budget changes was made, seconded and carried. The clerk recorded affirmative votes; the mayor announced the motion carried.
