Moab City Council on Dec. 10 adopted Resolution 32‑2024, a second budget amendment for FY2024‑25, to adjust and reallocate several capital and enterprise fund line items.
City staff described the amendment as primarily administrative and reallocative rather than the addition of new recurring programs. Major items included using remaining American Rescue Plan Act (ARPA) funds before the federal deadline by budgeting $50,000 for IT improvements and transferring the remaining ARPA balance to the water fund to begin SCADA upgrades. Staff also formalized capital budgets for the enterprise funds (culinary water, sewer, stormwater) and moved funds within the roads fund to cover the Mill Creek Drive overlay while preserving a fund balance for future projects.
During public discussion councilmembers asked about a proposed increase in the city’s contribution to GCAT from $30,000 to $35,000; staff said the increase reflected inflation since the original agreement and clarified the request was negotiable. One councilmember raised concerns about Tourism‑related (TRT) revenue being used as a funding source for countywide trails projects but said the $35,000 contribution appeared acceptable given the benefits to city residents.
The council moved and passed the resolution after closing the public hearing. Staff said the Mill Creek watershed restoration study will be finalized soon and that state funding may be available for subsequent design and construction phases related to flood mitigation.
