Richmond City Council approves procedural agenda changes, consent items and liaison appointment

Members then approved a slate of agenda amendments that continued multiple ordinances and resolutions to later meetings (items continued to Jan. 27, Feb. 10 and Feb. 24 as announced by the clerk).
During the meeting, council adopted the consent agenda (items 3'9, 17, 18 as listed by the clerk) by roll call with no recorded opposition. Public speakers during the consent hearing included Sportsbackers and transit advocates supporting a transfer of Sportsbackers Stadium and a downtown transfer station.
Council also voted to amend ordinance 2024-187 (which pertains to business professional and occupational license tax thresholds in city code sections 26-871 and 26-873) to change the ordinance's effective date from Jan. 1, 2025 to Jan. 1, 2026, and continued the paper to the Feb. 24 meeting. Two expedited resolutions were taken together and approved: the appointment of Sarandon Elliott as council liaison and the repeal of Resolution 2021 R009 terminating Kaia A. Stokes' previous council-liaison arrangement. The council approved minutes from December meetings and introduced the night's list of legislation (items 4 through 24) for public inspection and posting on the city website.
