Council members voted 3–2 to authorize the contract during the Nov. 1 meeting following brief debate. Council member Padilla opposed outside consultant spending in this area during the consent‑item discussion, saying “I don't think that, a consultant fee for economic development is 1 of those” things the town should fund broadly.
The motion was made and seconded on the floor and ultimately passed 3–2. The contract name and not‑to‑exceed amount were included in the staff report; no additional amendments to the scope were proposed in the public discussion.
