Flagler Schools considers two‑year data‑sharing MOU with Wilson Language Training

The Flagler County School Board on Nov. 4 reviewed a proposed two‑year memorandum of understanding with Wilson Language Training that would permit the district to share non‑identifiable student and implementation data to support product improvement and joint professional learning.

Superintendent Moore and academic‑services staff described the MOU as part of an ongoing partnership used in elementary ELA instruction and said the agreement would add approximately $20,000 in instructional materials and collaborative professional learning supports. Staff said the district already has a student data privacy agreement in place with the vendor and that this MOU is intended to sit on top of that privacy agreement.

Board members pressed staff on how the vendor would use data and on publication rights. Staff said the primary purpose of the data sharing is program improvement and research; they also said the vendor has agreed to allow the district to review and comment on any research reports referencing the district. Staff emphasized that shared data would be treated in accordance with the district’s student data privacy agreement and applicable federal privacy rules.

Board members also asked about teacher fidelity data and whether the vendor would publish comparisons that might show differences across schools or teachers. Staff said the district and vendor have an ongoing relationship and would discuss publication language and review processes with the vendor and the district’s attorneys to protect the district’s interests before finalizing any public release.

No formal board vote on the MOU was recorded in the workshop transcript; staff said legal counsel had already reviewed the student data privacy agreement and that any additional contract language could be brought back to the board for approval if members wanted stronger review or publication controls.
