Port Angeles council asks staff to study TreeLine USA certification and delay action

Staff member Scott said the city already performs several steps required for TreeLine USA — tree giveaways, observance of Arbor Day and an employed arborist — but that there are cost considerations and likely an incremental per‑account charge to support the program (Scott said an early estimate was on the order of cents per account). “We are already doing multiple steps that are parting part of it,” Scott said, and indicated he would look for cost efficiencies and present a fuller proposal later.
Council member Amy initially moved to table the item to a specific date; Council member Lindsay offered an amendment to strike the date and instead request staff to bring back a presentation and recommendation about pursuing TreeLine USA certification. Lindsay said the city should give staff clear direction rather than delaying for a year without a defined staff task. The amendment to strike the date and request a staff recommendation passed unanimously and became the new main motion, which council approved.
As amended, the council’s instruction asks staff to return with the steps required, associated costs and a recommendation on whether to pursue TreeLine USA certification.
