Staff confirmed the noticing procedure (dual notice) and reported that one property owner returned a wet signature the same day but that the county registrar certified there were no registered voters within Annexation 51. There were no written protests and no speakers requested to address the council on this item. After the public hearing the council adopted the resolutions by roll call vote; the city clerk reported the election ballot was opened and all votes were in favor of the proposition on the ballot.
The adoption allows the annexation process to proceed under the CFD's formation and tax levy procedures; staff will follow statutory steps to levy the special tax for maintenance services in the annexed area.
