Board backs low bid from American Facility Services to replace incumbent cleaning contractor

The Water Resources Board recommended that the city council approve a cleaning-services contract with American Facility Services, which submitted the lowest bid in the recent procurement.
Staff said the incumbent (Culp) had provided good service historically but that the city re-bid the contract. American Facility Services had references from other city facilities and staff planned to meet with the company before a proposed December 1 contract effective date.
Board members discussed remedies if the contractor underperforms, including offering the work to the next lowest bidder and the use of contingency provisions in the contract. Staff said standard procurement practice is to approach the next bidder to see if they will honor their bid; on a previous procurement Culp had been next on the list after a termination of the prior contractor.
The board approved the recommendation by voice vote.
