Lynchburg council adopts 22-item 2026 legislative agenda after extensive amendments and debate

Lynchburg City Council reviewed and individually voted on a 22-item proposed 2026 legislative agenda prepared by staff and the clerk of council. The agenda includes items on local zoning authority, changes to school governance referral processes, transportation funding formulas, election procedures, investment options, public-safety statutes, education funding and early-childhood programs, workforce development, and requests to the General Assembly to modernize certain state funding and program rules.
Staff presented each item with notations on amendments discussed at the Oct. 14 work session; council members proposed additional edits on the floor. Notable amendments and votes included: keeping local zoning authority expansion (approved); adding cryptocurrency and gold as possible investment options under strict safeguards (approved 5'1); rewording a school-board-election item to call for a referendum rather than an automatic change (amended); striking language that would insert a governing body into ballot-security custody procedures after public comment and a council amendment; and a variety of changes to child-safety, fire-funding modernization, and school funding reform requests.
After votes on each line item, council voted to adopt the package as amended. The final vote to adopt the legislative package passed 5 to 1 with 1 absence. Council members noted that several items will require charter amendments or state action and that staff will forward the adopted package to the city's legislative delegation.
