County defers HRIS decision, approves limited insurance broker RFP

Penobscot County commissioners on Aug. 6 reviewed a human resources information system (HRIS) proposal and agreed to defer final approval until staff can present firmer fiscal and administrative details. HR staff told commissioners a vendor had offered delayed billing for implementation if the county signed by a specified date; commissioners asked the administration for more analysis before committing.
HR also presented a proposed RFP for a limited insurance broker relationship to handle annual renewal cycles and market the county's benefits plan. Commissioners authorized publication of the broker RFP to five selected brokers and online, with responses to be returned and opened at the Aug. 20 meeting.
Commissioners said the HRIS decision ties into broader budget considerations and asked staff to return with expected administrative benefits, non‑monetary efficiencies and projected cash‑flow impacts. The board approved the broker RFP unanimously.
