Council reallocates $17,110 in CDBG funds to complete Pierce Street improvements in Diamond Hill

Lynchburg City Council approved a staff recommendation to reallocate $17,110 in Community Development Block Grant (CDBG) funds to complete the 1200 block Pierce Street neighborhood improvement project in Diamond Hill.
Melville Walker, grants manager, explained a bid for the Pierce Street tree-lawn, curb-and-gutter and accessible ramp work exceeded the original allocation by $17,110 because of increased national construction-material costs. Staff proposed revising the scope of the Diamond Hill Phase 2 improvements (Dunbar Community Schoolyard project) to free funds and complete the Pierce Street work as planned.
Walker said the Community Development Advisory Committee (CDAC) reviewed the proposal and provided a unanimous recommendation for council approval after a 30-day public comment process. Council members who spoke in favor emphasized community input and neighborhood-driven priorities. The motion to approve the reprogramming passed 6 to 0 with one member absent.
